The horse we are thinking of buying has such white flaky plaque. I was told not to pick at it or this could make them ear shy and there was no cure but does not bother the horse. Some horses just have it.

These "white flaky plaque inside some horses ears" are called Aural plaques. They are believe to be the results of either a pox virus or in most cases due to the irritation of flies. They can make a horses ear tender and head shy. Purchase one of those fly mask that fit over the ears and eyes and apply some fly repellent daily to the inside or around the outside of the ears if you can and see what happens.
