Most operations in the horse industry have employees, even if just a part-time stall cleaner or groom. Many times an employer will interview and hire employees without knowing what the law requires of them, especially when dealing with immigrants or foreign workers. Until the enactment of the Immigration Reform and Control Act of 1986 (IRCA), the government could note fine or penalize employers who hired employees not authorized to work in the United States. Now, however, the IRCA enables the government to fine and penalize employers who hire illegal immigrants, fail to maintain proper forms, or wrongfully refuses to hire an authorized worker.Most operations in the horse industry have employees, even if just a part-time stall cleaner or groom.
